Intended for the top part of a bed counterpane 
In many reacts embroideries of this period share much with the Indian products of Gujarat since there was much cross influence with the activity of the British East India Company. Given this embroidery is on fine cotton rather than linen and without an interline as a British embroidery would there remains a question of attribution although the period is unmistakable.
